Okowa Advocates Improvement Of Local Governance System In Nigeria


The Delta State Government has expressed the hope that the study tour of the state by participants of the Senior Executive Course 44, 2022 of the National Institute for Policy and Strategic Studies, (NIPSS), Kuru, Jos, will enhance the improvement of the local governance system in the country.

Governor Ifeanyi Okowa stated this today in Asaba when the Directing Staff and participants of the course paid him a courtesy visit.

Governor Okowa, represented by the Secretary to the State Government, Chief Patrick Ukah, said the that theme of the study tour, "Strengthening Local Governance in Nigeria: Challenges, Options and Opportunities", was apt as there was a strong yearning for inclusiveness of the grassroot which would be crucial for the success of government's commitment to development and progress of the nation.

He said to facilitate their study, the office of the Secretary to the State Government, in collaboration with concerned Ministries, Departments and Agencies (MDAs), were working to ensure a successful and fruitful study tour for them, adding that arrangements had been made for them to visit some government institutions and establishments to examine the challenges, options and opportunities inherent in local governance.

The governor stated that Delta State, like other states in the country, was grappling with the challenges of high-level of unemployment and under-employment as well as insecurity and noted that the state government had been working hard to tackle these challenges through various empowerment schemes and robust vocational and technical education programmes.

Governor Okowa said that the state government was running six technical schools, two polytechnics, two monotechnics, two colleges of education and four universities to enhance capacity building and human resource development.

He listed the challenges to local governance to include poor funding, low level of development at the grassroot, lack of participation of local people in the governance of the communities, activities of some multi-national corporations and investors which posed challenges to their host communities.

The governor assured the participants that the programme for the tour like the briefs by the various MDAs and the follow-up interactions would help to enrich their research to enable them meet their requirements.

Earlier, the leader of the team, Professor O. J. Para-Mallam, said they were in the state to find out issues and challenges confronting local governments in Delta State and to conduct indepth research on what it would take to strengthen local governance in the country saying that it was the local government level that could provide basic needs for development of the nation.

Highlights of the ceremony was the presentation of souvenir to the governor by the leader of the team.
